Is it possible to switch a NETIO 4C output on/off with a command sent over RS-232?

Yes. However, a Lua script is needed. For an example, see “AN18 Lua access to RS-232 serial port” with examples of command formats; it is also possible to define custom commands to switch individual outputs on and off.
